Smog repair costs can be a burden—especially for low-income drivers in California. That’s why the Consumer Assistance Program (CAP) exists. Operated by the Bureau of Automotive Repair (BAR), this program offers financial help to eligible vehicle owners who need to bring their cars into compliance with emissions standards.

At AB Smog Check, we want our customers to know how the CAP program works and how it can help them save money while staying road-legal.

What Is the CAP Program?

The Consumer Assistance Program provides up to $1,200 in smog-related repairs for qualified vehicle owners whose cars fail a smog check. It also offers $1,500 to retire (scrap) a high-polluting vehicle if repair isn’t the best option.

There are two main ways CAP helps:

  1. Repair Assistance – Covers necessary emissions-related repairs to help your vehicle pass the smog test.
  2. Vehicle Retirement – Gives you cash for retiring your older, high-polluting car, which you can put toward a cleaner, more efficient one.

Who Qualifies for CAP Repair Assistance?

You may qualify if:

  • You meet household income limits (based on federal poverty guidelines)
  • Your vehicle recently failed a smog inspection
  • Your registration is current or within the renewal grace period
  • You haven’t exceeded CAP benefits in the past

Most low-income drivers who apply and meet the criteria are approved. The process is simple and well worth the effort if you’re facing an unexpected repair bill.

How to Apply

  1. Visit the BAR’s official CAP website.
  2. Fill out the application and provide income verification.
  3. Select a STAR Test-and-Repair station like AB Smog Check.
  4. Wait for approval and bring your approval letter when you come in.

Once approved, we’ll take care of the emissions testing and the authorized repairs — and we’ll bill CAP directly for the covered portion.
